　　摘要： “十二五”规划以科学发展作为主题，以加快转变经济发展方式作为主线，第一次在五年规划中明确提出来，成为全党的意志，具有鲜明的时代特征，这标志着我们党对中国发展规律的认识得到了进一步的升华。 　　Abstract： The "twelfth five-year" plan with scientific development as the theme， with accelerating transformation of the mode of economic development as the main line was firstly put forward definitely in the five-year plan， becomes the will of the whole Party， and has distinctive characteristic of the times， which symbolizes that our Party gets further sublimation to understanding of China’s law of development. 　　关键词： “十二五”规划；科学发展；以人为本 　　Key words: "twelfth five-year" plan; scientific development; people oriented 　　0 引言 　　党的十七届五中全会审议通过的“十二五”规划建议引人注目地提出，制定“十二五”规划要以科学发展为主题。这是“十二五”规划建议的一个最为鲜明的特点，也是时代的要求，事关“十二五”乃至更长时期改革开放和现代化建设全局。 　　1 以科学发展为主题是时代的要求
